Select a cell, then Ctrl+Shift++ opens Insert dialog; if whole row is selected, it inserts. Also Ctrl++ works. But the common shortcut: Ctrl+Shift+plus sign. Both are plausible. I'll set A as correct: Ctrl+Shift++.
